Uganda to Launch National ID and Civil Registry Overhaul with
MOSIP and OpenCRVS, Led by Technoforte

In an effort to strengthen the government, streamline public services, and empower its citizens, Uganda has started a project to update its civil registration and national identity systems. Spearheaded by the National Identification and Registration Authority (NIRA), the project will integrate MOSIP (Modular Open-Source Identity Platform) for national ID management and OpenCRVS for civil registration. The project is being implemented by Abu Dhabi based company Tahaluf along with Bengaluru-based System Integrator company Technoforte.

With Tech5’s Automated Biometric Identification System (ABIS) guaranteeing accuracy in identity verification, the endeavor aims to enroll 50 million citizens in a single digital ecosystem and move 30 million records from legacy systems.

A New Era of Digital Identity

Uganda’s civil registry and ID systems are undergoing significant improvements, paving the way for better access to essential services. With initiatives like OpenCRVS and MOSIP, efforts are being made to modernize and expand coverage across the country.

The new system seeks to bridge this gap by linking birth registrations to instant national ID creation and automating death records to prevent fraud. At the centre of this overhaul is MOSIP, an open-source platform that will generate Unique Identification Numbers (UINs) linked to biometric and demographic data. MOSIP’s modular design allows interoperability with other systems, including OpenCRVS. The solution will digitize birth, death, adoption, marriage, and divorce records.

Technoforte’s Role in System Integration

A leader in large-scale digital identity solutions, Technoforte has been tasked with implementing MOSIP and OpenCRVS on Uganda’s state-of-the-art data center infrastructure. The firm will help in ensuring secure data migration, deploying Tech5’s ABIS for biometric deduplication, and establishing offline enrollment centers in remote regions.

Key Components of the Implementation

The success of Uganda’s national ID and civil registry overhaul hinges on three foundational pillars. The migration of 30 million legacy records into MOSIP represents a monumental technical effort. To preserve data integrity during the transition, Technoforte has engineered specialized tools that cleanse, validate, and securely transfer old records while ensuring uninterrupted access to existing services.

By integrating Tech5’s Automated Biometric Identification System (ABIS), Uganda’s platform cross-references fingerprints, iris scans, and facial images to guarantee each citizen receives a unique identifier. Also, interoperability between MOSIP and OpenCRVS enabled by secure APIs will help in creating a connected ecosystem.

Addressing Rural Challenges

With nearly 70% of Uganda’s population residing in rural areas, accessibility is a priority. The solution is deploying mobile registration units equipped with portable biometric devices. Health facilities will also serve as registration hubs, allowing parents to register newborns directly after birth.

Ethical Governance and Public Trust

To build confidence, NIRA has implemented strict data protection measures. Citizens must provide explicit consent for data sharing, and access is restricted to authorized personnel. All systems comply with the international standards framework for biometric security.

Impact on Sustainable Development

The project aligns with the United Nations Sustainable Development Goal 16.9, which calls for universal legal identity by 2030. By integrating civil registration with national ID issuance, Uganda aims to close coverage gaps within a few years. The automated system also reduces administrative costs, freeing resources for other public programs.

The MOSIP-OpenCRVS integration in Uganda is a prime example of how identity management can be revolutionized by open-source platforms. Success will be measured by enrollment rates, service delivery improvements, and reduced identity fraud.
